I need a new stabilizer? I think that's the part. It is the little disc thing that the chain goes on. The bike is a Schwinn Traverse 26" Woman's Mountain Bicycle.

From the diagram on pushon, I think the part you are referring to is called a " Lower jockey wheel".
If in any doubt, visit a local bike shop & they'll give you a more a definite answer & a quote for the price of any necessary replacement part.
Most likely, the rear derailer is in need of some routine maintenance & it might only take a bike mechanic a few minutes to repair.
